The paper analyzed the state of regulatory and legal support of hydrogen projects in Ukraine.


As a partner of GSEU, the Ukrainian Association of Geologists within the framework of the tasks of Work Package 8 disseminates information regarding some published news and scientific articles in Ukraine on the main thematic areas of the project.

The paper analyzed the state of regulatory and legal support of hydrogen projects in Ukraine. Several levels of legal regulation are distinguished, which have different scope of influence and detail of documents: international (European), national, regional and local. European legislation, which contains developed mechanisms for supporting, investing and implementing hydrogen projects, has the greatest influence on the development of hydrogen projects today. At the national level, the Hydrogen Strategy is approved and hydrogen is included in the list of minerals. The possibilities of using the UN Framework Classification for hydrogen resources, which are very different in terms of technological characteristics, are considered. The main tasks of the Hydrogen Strategy of Ukraine, where the provisions of the Framework Classification can be applied, are highlighted. The specification for hydrogen projects should include clear economic, environmental (carbon footprint) and social criteria for the implementation of projects, which will allow the demarcation of objects on the economic axis E. It is proposed to use the analysis of the life cycle of hydrogen projects and the establishment of the origin of hydrogen as basic tools for the evaluation of hydrogen projects.
