Geothermal resources represent a critical and well-researched energy source within the global framework of subsurface resource management. To ensure risk mitigation and optimize the utilization of financial, labor, investment, and time resources, geothermal projects are typically executed in a phased approach. Despite their significance, geothermal resources hold a unique status within the subsurface management system, yet, in national practice, their development is not classified as a distinct type of activity, apart from certain aspects like geological exploration and the exploitation of underground structures. This paper examines the regulatory and legal framework governing geothermal project implementation in Ukraine, providing relevant recommendations to facilitate development.
